ENGR00125220 MX28: SD(slot0)boot dhcp failedrel_imx_2.6.31_10.07.11imx_v2009.08_10.07.11
This is caused by fec_pwr_en pin is mis-used which lead
to FEC not power on. This commit fix this issue.
