1. Reconstructure fuse. Move fuse files to common directory.

mx35 need to enable both smc911x and FEC.
So add CONFIG_ETHPRIME for it.
Also, change CONFIG_ETH_PRIME to CONFIG_ETHPRIME.

In current u-boot design,
get_timer_masked is not correct and udelay is not accurate
when the time is less than 1000us.
Thus we need to use ipg clock source for accurate timer.
