If the functions passed to the registration function are not in the same
C file (extern) then spatch will not handle the dependent changes.
Make those changes manually.

Use ARRAY_SIZE instead of having similar implementation in each drivers.
The NUMELEMS defined in drivers/net/npe/include/IxOsalTypes.h is not used
at all, so this patch removes it instead of converting it to use ARRAY_SIZE.

This is long over due. All but two net drivers have been converted, but
those have now been dropped.
The only thing left to do is actually delete all references to NET_MULTI
and code that is compiled when that is not defined. So here we scrub the
core code.

The include/miiphy.h header duplicates a lot of things from linux/mii.h.
So punt all the things that overlap to keep the API simple and to make
merging between U-Boot and Linux simpler.

Modified mii_init to support boards with PHYs that are not set to
autonegotiate, but still want to use u-boot's mii commands to probe
the smi bus. Such PHYs will not set the Autonegotiate-done bit.
