This patch adds a function to the TPM library, which allows U-Boot to
flush resources, e.g. keys, from the TPM.

In case CONFIG_DM_TPM was set without any TPM chipset configured a fault
was generated (NULL pointer access).

Now that they are in their own directory, we can remove this prefix.
This makes it easier to find a file since the prefix does not get in the
way.
