* Make Ethernet autonegotiation on INCA-IP work for all clock rates;
allow selection of clock frequency as "make" target
* Implement memory autosizing code for IceCube boards
* Configure network port on INCA-IP for autonegotiation
* Fix overflow problem in network timeout code
